Armando is a lawyer in El Salvador. He received a degree in Jurisprudence and Social Sciences at the Universidad José Matías Delgado, and a Masters in Diplomacy from the Instituto Especializado de Educación Superior para la Formación Diplomática (IEESFORD).
He has 12 years of experience in attention to victims of human rights abuses, particularly with vulnerable groups, such as migrants, refugees, and internally displaced people. He previously worked at the Ministry of Foreign Relations of El Salvador, in the legal department of the Geneva branch of the International Migration Organization (OIM), and as the Chief of Party of Regional Investigations and Support for Victims of Forced Displacement with Cristosal.
